The Lima City Board of Education met in regular session on August 27, 2002 at 7:00 P.M. at the Academy of Learning 522 W. North St. Lima, Ohio with Mr. David Reynolds, President, presiding and with the following members answering roll call:

AWARD HIGH SCHOOL DIPLOMAS
Whereas, the 124th General Assembly of the State of Ohio has enacted Senate Bill No. 77, section 3313.614 – to grant high school diplomas to World War II veterans and since the following veterans have completed all paperwork needed by the Allen County Veteran’s Office, I request the Lima City School Board to approve the awarding of a high school diploma to the following individuals:

Prior to entering military service he attended South High School. He was in the 12th grade in school year 1942-43. He withdrew from school in December of 1942 with entry into active service with the United States Navy on 4/29/43. He received an Honorable Discharge on 2/27/46.
Highest rank held was a Gunner’s Mate, Third Class, V-6. He received the Victory Medal, Asiatic-Pacific Medal with One Star, the Point System and the Philippine Liberation Medal with One Star. Service vessels and stations served on include: USNAS, Great Lakes, Ill., NTSch, Great Lakes, Ill., AA Train Cntr, Navy 134, USS SC 650, USS YMS 340 and the USS Stentor.

July Financial Statements
Beginning balances
It is important to note we are starting this year $ 3.9 million less dollars available than the prior year. The state department of education has notified me that the district will be considered once again in fiscal caution. This means we are showing a deficit not this year but the following year, Fiscal 2004. They will expect the board to adopt a management plan showing a course of action to eliminate the deficit which will be required for the five year forecast.
Revenue
Real Estate revenue will be reduced slightly this year as there is no new taxable new construction for the district. Tangible taxes are down due to the public utility reduction which will be reimbursed by the state in September and March.
Expenditures
Salaries are lower due to severance being paid out of a different fund now. This will help reflect true salary cost for the district. Severance paid this July was $ 246,445. Fringe benefit cost is lower since July 2001 we paid both June and July’s payments. This year June was paid on a timely basis. All other costs are higher due to start up costs of the new buildings. We have additional operating costs and materials necessary to start up these schools.

TAXI TRANSPORTATION FOR THE 2002-03 SCHOOL YEAR
Black and White Cab Company, 420 West Elm Street, Lima, Ohio, quoted the following rates [including coverage in accordance with Section 3327.09 ORC that will be in amounts not less than $100,000 per person, $300,000 per occurrence, $ 50,000 property damage and $3,000 medical payment coverage] for transporting/Lima City School district students for the 2002-03 school year.
1. Special needs students [developmentally handicapped, learning disabled, severe behavioral handicapped, and multi-handicapped] transported from their homes within the Lima City School district to the school designated by the Lima City Board of Education, and back to their homes. Students and transport times to be determined by the Board of Education. Cost will be $6.75 per student, per trip.
2. Physically handicapped students who are confined to wheelchairs, transported from their homes within the Lima City School district to the school designated by the Lima Board of Education, and back to their homes. Some of the wheelchair students may require transportation in a vehicle that could accommodate any size wheelchair and would be equipped with a lift for any size wheelchair. Students and transportation times will be determined by the Lima Board of Education. Cost will be $15.00 per student, per trip.
3. Hearing-impaired students within the Lima City School district, enrolled in the Findlay Program for the hearing-impaired, transported to Findlay, Ohio, and back to their homes. Students and transportation times to be determined by the Lima Board of Education. Cost will be $14.17 per trip, per student.
4. Transportation for special needs children to and from Marimor Industries and/or any special program at a location designated by the Lima Board of Education. Students and transportation times will be determined by the Lima Board of Education. Cost will be standard zone rates or at rates previously agreed to, whichever is lower, per student, per trip.
The recommendation that Black & White Cab Company be approved for the 2002-03 school year to provide the service to transport Lima City Schools’ special needs children who need such service was approved in a motion made by Mr. Hire and seconded by Mr. Allen.

HIGH TECHNOLOGY/SIS/EMIS
QUALIFICATIONS:
1. A high school graduate with proficiency in typing and computer skills.
2. Working knowledge of SIS/EMIS operating system.
3. Working knowledge of basic office procedures and the operation of common office equipment.
4. Knowledgeable skills working on data gathering, including SIS and EMIS reports.
5. Pass physical examination required by Lima City Board of Education.
6. Such alternatives to the above qualifications as the Board of Education and/or administration may find appropriate and acceptable.
REPORTS TO:

JOB GOAL:
To input and maintain accurate student information in student records, SIS and EMIS systems.
PERFORMANCE RESPONSIBILITIES:
1. Assist the administration in maintaining accurate and up-to-date student records including enrollment and withdrawal information on permanent records and into the SIS and EMIS systems.
2. Input data for transcripts.
3. Data entry for State testing for students.
4. Work with administration on scheduling, interim reports, grade cards, attendance, end of the year educational information, SIS/EMIS reports and other data/reports requested by administration.
5. Attend required A-Site seminars/workshops to update and enhance skills/ knowledge.
6. Data entry for summer school into SIS/EMIS, including creation of labels and reports for review.
7. Data entry for middle school students who qualify for high school credit based on successful completion of high school course.
8. Perform such other duties and assume such other responsibilities as may from time to time be assigned.
TERMS OF EMPLOYMENT:
Salary range, work day, etc. all subject to Board adopted salary schedule.
EVALUATION:
Performance evaluation for this position will be made by those listed under the “Reports To” as the needs of the school system or employee require.
